In order for an Assembly to be created the assembling product must be marked as an "Assembled Product". This can be done by navigating to the Product Record, and in the Details tab, click the toggle switch next to Assembled Product on the right-hand side of the screen.

Once this is done, an assembly of this product is able to be made.
